William M. "Billy" Spence, 64, passed away the evening of July 3, 2015 in a Portsmouth hospital. A native of Portsmouth, Billy was the son of the late E.C. "Corky" Spence (a mail carrier for the U.S. Postal Service) and Dolores Butler "Sis" Spence (former director of the Beazley Senior Citizens Center). He grew up in the Park View section of Portsmouth and enjoyed many activities, especially baseball and basketball, at the Beazley Community Center. He graduated in the Class of 1969 from Woodrow Wilson High School and attended Louisburg College in Louisburg, N.C.
He and his beloved wife, Linda Rue, owned and operated the Artist Frame Shop in the 3200 block of High Street for 33 years and were well known for their quality work. For many years Billy enjoyed driving his 1949 Plymouth sedan. He is survived by Linda Rue and many friends. Services will be private. Condolences may be registered at BWFosterFuneralHome.com
