PORTSMOUTH—Robert T. "Bob" Williams passed away on Saturday, August 9, 2025 with his loving wife, Judy, by his side. Born on August 7, 1936, he was the son of the late Pearlie and Andrew Williams. He was preceded in death by his son Steve, his brother Roger, brothers-in-law Nelson Hall and Kenny Neigenfind, son-in-law Anthony Kyvelos, and former wife Ann Williams.
Bob was a proud graduate of Marshall High School and earned his Bachelor of Arts in Economics from the University of Virginia, where he attended on a full football scholarship. His career as a city manager in Portsmouth and Newport News marked a significant period before he transitioned to developing Harbour View in North Suffolk.
Bob had a profound love for sports, especially UVA football, basketball, and baseball. His dedication to the community is evident through his service on numerous boards and his recognition as Portsmouth's First Citizen in 2010. Bob was compassionate to those in need and gave generously to many charities.
He is survived by his wife, Judy; his daughter Cindy Rodman, her husband Ken, and their children Trey and Riley; stepdaughters Michelle Banner and husband Dave, and their children Lauren Wilkins and Ellie Keeter; Kristen Kyvelos and her children Daniel, J.T., and Lily; and Carrie Delaney and her daughter Zoey. Bob is also survived by his sister Ernestine Hall, sister-in-law Charlotte Williams, brother-in-law Dan Turnage, and sister-in-law Nancy Neigenfind.
Bob always expressed how much he cherished the company of his family and friends with all the fun and good times they shared together.
Per Bob's request there will be no service.
The family would prefer in lieu of flowers that a donation be made to the Special Olympics in honor of his grandson J.T. Kyvelos.
