She was born in Louisville, KY on January 3, 1922 to Ivan Montez Fish and Ella May Noakes Fish. The family moved to Virginia several years later, where she graduated from Cradock High School. After graduating from Business College, she worked many years at the Commissioner of the Revenue's Office for Norfolk County, which later became the City of Chesapeake. She retired as Deputy Commissioner.
She faithfully served in the Democratic Party of Virginia and in 1968 she was a state delegate to the Democratic National Convention in Chicago.
