He was born at Maryview Hospital to the late Thomas Washington Bailey and Ann Theodora Harte Bailey of Portsmouth.

Ted graduated from Cradock High School in 1965 and began working at Hofheimers, where he met his soon-to-be wife, Mary. Two years later, they were married at St. Paul Catholic Church. He joined the U.S. Navy and honorably served for four years. Afterward, he worked as a car salesman for Bill Lewis Chevrolet. In 1974, Ted opened his own business, Larry T. Bailey T/A Auto Truck and Boat Brokers. In 1986 he incorporated Airline Auto Sales, LLC in Portsmouth, which is still in operation today as All-in-One Auto. In 2011, he was appointed by Governor Bob MacDonald to the Motor Vehicle Dealer Board (MVDB). He served on the MVDB for 12 years, promoting the interests of automotive consumers and dealers. He also was a member of the Catholic Club and the SPOT Club. A well-known businessman in the community, Ted was loved by many people.

He was a devoted, caring, and compassionate husband, brother, father, grandfather, uncle, and friend who lived a full and joyful life. Family was extremely important to him. He enjoyed hunting and fishing with his son, attending sporting events for all of his children and grandchildren, and playing cards with his friends. Ted's self-taught wealth of knowledge, love of nature, and strong work ethic were instilled in his children, grandchildren, and all who knew him.

In addition to his parents, Ted is predeceased by his brother, Thomas Washington Bailey III, and step-father, Paul Garver.  Left behind to cherish his memory are his adoring wife, Mary Pendelton Bailey of Chesapeake; three children, Jodie Shields of Columbia, South Carolina, Larry Theodore Bailey, Jr. of Currituck County, North Carolina; and Bonnie Bailey Hartsell (George) of Chesapeake; three sisters, Phyllis Speidell (Walter), Barbara Bailey Smith (Phil), Shirley Bailey Sasser (Eric); and sister-in-law Linda Bailey, all of Portsmouth; six grandchildren: Caitlyn Stephens, Bailey Hartsell, Abbie Hartsell, Buck Bailey, Anna Hartsell, and Sierra Bailey; and numerous other nieces, nephews, and great-nieces and nephews.
